The RSPCA must be accountable to SOMEONE surely?! A board of trustees at the very least?

To whom it may concern, I have recently read about the Shire horses plight here acrobat.com/app.html#d=NrUvON1ADMMxOZzfVpEAug and am once again disgusted by the lack of action from a supposed prevention against cruelty to animals society. On your website you state that ''It's our vision to work for a world in which all humans respect and live in harmony with all other members of the animal kingdom.'' In which world is it then acceptable for you to knowingly leave animals in situations such as the Shire horses currently, and Spindle Farm not so long ago. Where if the public feed them because they cannot stand to see their suffering any longer you then wash your hands of any responsibility as they're now 'being fed'? Where a vet had to actually buy one of the animals to get it away from this clearly abusive owner? Precisely where does the money that the public continually donate to the RSPCA go? And to whom are you accountable for your complete lack of action? Or will you once again put it down to a legal loophole to absolve yourselves of any responsibility to those cruelly suffering innocent animals? I wonder how long it will be before the RSPCA themselves are accused of neglect. I eagerly await your explanation for this abominable turn of events. Yours sincerely,

I think these may be the people you want
Honorary vice-presidents Angela Cope OBE Baroness Fookes of Plymouth DBE Sir Patrick Moore Prof. Peter Singer Rt. Rev. Dominic Walker
Vice-presidents Brian Blessed Caroline Dinenage MP Richard Howitt MEP Bill Jordan Satish Kumar Dr Caroline Lucas MP Bill Oddie Chris Packham Baroness Parminter Julian Richer Cllr Imogen Walker
and would also question who earns a starting salary of £60,000 per year, and who is the high flyer on a salary of nearly £200,000 a year!

That story had me in tears, the owner should be punished, torture would be too kind. People like that do not deserve to grace the planet!! I lost faith in the RSPCA many years ago and subsequently stopped my direct debit with them when they refused to help a dog in the middle of winter, in deep snow, that had been there for days with a broken pelvis. Me & others struggled to get the dog to a vet by which time it had to be put to sleep, broke my heart. I could hear crying and I thought it was a cat trapped somewhere, I called them and their response was call the police. POlice didnt want to help so called them back, cats can survive for days without food & water !! I could hear this crying for days, eventually I realised where the noise was coming from and followed it to find the poor dog cold & in pain. This was the day after boxing day & luckily there was a vets open, the owners by chance had contacted this vets but the dog could not be saved. The RSPCA are useless, and this story is just another one of their signs of incompentencies!!

So what is your answer 2bays & a grey? I would be wary of depriving them of all their funding - they are the main organisation with expertise in bringing court actions, and they have a really extensive national infrastructure. Do away with it and it will leave a huge void - animals will suffer - we need to find a way to get them to do what they are funded to do.

As someone who has brought a horse the RSPCA refused to help only to have the RSPCA on my gate 2 weeks later because I had a skinny horse in my field!! The organisation make me sick to the bone!! They told me they couldn't do anything for this poor TB as the inspector was on holiday, yet they pestered me for 4 months doing routine visits when the horse was obviously improving and all my other other horses were in superb condition which was the inspectors exact words. They even accussed me of lieing when I told them my old TB was 32 at the time.. they said no horse could look that good for that age!! I don't know what the options are but the RSPCA is 1 big screw up, and in quite a few cases do more harm then good! Me and my friend are 1000's out of pocket over this horse when there CEO takes home £200,000 a year and properly has a nice big house and no mortgage!

It is truly outrageous, I couldn't believe what I was seeing and reading on that link I have emailed my 2 pence worth to the CEO
Dear Mr. Watts
I have read the article on this link (https://acrobat.com/app.html#d=NrUvON1ADMMxOZzfVpEAug ) I read with tears, a heavy heart and the feeling of great despair. I believed the RSPCA to be the Royal Society for the PREVENTION of Cruelty to Animals. I have watched your television programs and have been previously proud to support the RSPCA. Numerous dogs, cats and other animals have been helped and saved by you, owners have willingly signed over their animals so those animals could have the chance of a better life. So why am I reading this account where the RSPCA, despite call’s from the local public with regard to the conditions these poor horses were ‘living’ in? How is it that it appears the RSPCA did not manage to lift a finger to help in the plight of this beautiful breed? After the public scandal of spindles farm I believed you had worked hard to improve you powers and there would not be a repeat of this kind again. I am disappointed to find this does not appear to be the case, how could this have happened? How could ‘Hope’ have been left in the ‘care’ of her owner despite being emaciated and collapsed? How would ‘care’ result in that?
I would welcome a reply, but firstly would hope that a plan is put into place to save the remaining horses from a fate that seems inevitable unless someone intervenes.
Yours sincerely

As I understand it from following the FB page the horses are on a 30 day --watch, in Scotland it is an Improvement Order and certain recommendations have to be met. When the 30days started--I dont know I doubt any action can be taken during the 30days--then we are in Xmas hols.
No idea about weather but up here we have some snow, but it sleeted last night then everything froze
Those horses are on the edge of the Pennine Moors, I used to live in the area as a child on a remote farm and our work horses and my pony used to come inside for part of the winter. No cattle wintered out.
I dont support RSPCA but they seem to be the only people who actually take out prosecutions against the likes of James Gray, Councils do not have the money.

I along with many others e-mailed BHS about this last nightand got this reply today -
Dear All
Thank you all for your emails regarding Hope and the rest of the horses up in Bolton . I am sure you will not be surprised to learn that we have had a lot of calls and emails about these horses so please forgive me for sending a group email and not responding to them all separately – unfortunately this is far from the only large welfare case that we are involved in at the moment so I simply cannot afford the time to write to everybody individually. I hope you understand the reasons for this.
The BHS had not been made aware of any aspect of this case until yesterday and nobody who has contacted us thus far has actually seen the horses in the flesh so we are still collecting information.
However, as I hope you would expect, the welfare organisations have all been liaising about this and it is a complicated situation. At the time of writing this email I know that Trading Standards are at the field along with a WHW Field Officer. When we learn the full situation please rest assured that the BHS will do everything we can to assist in whatever action is deemed necessary and to ensure the future of the horses involved. However, please do bear in mind that all charities (BHS, WHW, RSPCA etc) have to operate within the law. Nobody can simply seize horses irrespective of what they might want to do. The charities have very few powers under existing legislation and, even when we work with the police or trading standards to take horses, there are very strict conditions and criteria that must be met.
Thank you to those people who have offered homes and donations for these horses. It is incredibly kind although new homes are not needed at this stage – any horses that are seized will need to spend time in a specialist facility first. However, there are always (literally) hundreds of horses in rescue centres looking for new homes. My advice to those who have offered to take a shire would be to consider taking on one of these rehabilitated animals instead. This will free up space in a rehab centre for another welfare case who can then receive the specialist care and attention they need. Donations to any welfare organisation are always gratefully received and very much needed; the sad truth is that we have cases like this going on all of the time. In fact, judging from the photos (I realise things may be different in the flesh) the sad truth is that the BHS is presently involved with a number of even more serious cases (and sicker horses) that this and I know that the same is true of other welfare organisations. So your support is much needed and incredibly valuable all year round.
Thank you once again for contacting us about these horses and I really do promise that we will do everything possible within our powers and resources to help these shires and the many other horses we get reported to us. It’s what we are here for after all.
I am happy to discuss things further if you would like but it would perhaps be easier if you contacted me by phone (number below). Again, thank you for reporting these horses – we can’t do anything if we don’t know about welfare cases so please do keep in touch.
Best wishes
Lee

Generic response I had from RSPCA - note the bit about the remaining horses being in good condition Thank you for your concern regarding the incident in Turton. Our Chief Executive has asked us to respond to your enquiry. The RSPCA would like to take this opportunity to reassure anyone who is concerned by this story that it does take the allegations with regard to the conditions for the horses in Turton very seriously. We have visited the owner and the horses on a number of occasions and we have examined all the horses. On November 28 we assisted a local vet in the recovery of the horse (called Hope) from a particularly muddy area of the field. Whilst the remaining horses are in good condition, we do have concerns over the field which is not a suitable environment for these animals. We have recommended certain steps that must be taken to improve this and the owner has accepted these and has promised to follow our instructions. The RSPCA will visit again later this week to confirm that this action has occurred. The positive news, as of today, is that all the horses have been moved to another field which does provide an improved environment for them. We can assure you that we will always respond to complaints from the general public and appreciate any feedback that is given. Kind Regards RSPCA Advice Team
