i am having a bit of hassle with our local planners regarding a stable block , i received the Details of Proposal/Officer Apraisal this morning and in it they have put that ,NO FORMAL PADDOCK AREA HAS BEEN REQUESTED NOR A CHANGE OF USE OF THE FIELD FROM AGRICULTURE TO HORSICULTURE, i have never heard of HORSICULTURE before , is it a word or have cumbria council just made it up??

i think it has been made up! i have never heard of it before. You do i belive have to change land use from agriculture to grazing but never heard horsiculture! let us know if you find out tho!! im curious now!

i looked in the dictionary and i couldnt find it , i think the council make up the rules as they go along ,and now they are making up their own words!!

Never heard of that phrase myself either! ;D The trouble is all councils have their own policies and procedures regarding planning permission so no one is sure what they can and can't do on their own piece of land! For example our council although very strict with 99% of stuff do not require horse owners to put in a change of use from agricultural land to grazing land. I wonder what they mean by no formal paddock area too??? I hope you can get it sorted soon. S x

I've never heard of it, but if you put "horsiculture" into Google, it's mentioned quite a lot!
It's defined as "the practice of keeping horses for leisure" - perhaps it's a new buzz-word.

thanks for that , the council maybe hasnt made it up after all !!! i thought it might be in a dictionary if it was a proper word, the council are driving us nuts !!

You will have to apply for a change of use. You wouldn't if it was just grazing, but since you want to put up stables it is a change! Try to get on the right side of the planning officer, ask his advice, find out if anyone else in the parish has done this. You can contact members of the Parish Council before they consider the application and explain it if you think they are likely to be anti. The Parish Council gives comments, but cannot approve or refuse, that is up to the Planning Authority.

thanks for that info, i have got a chance to speak at the development control meeting next week, but for no more than 3 minutes, i have also now got a local councilor who is going to try to help, although they have said my plans will get refused, as i live 7km from my field, and its considered that the development would lead to an undue reliance on the private car contrary to the underlying objectives of policy T1 of the carlisle district local local plan and cp1 of the carlilse district local plan deposit draft, its all just to baffling for me!!

As I said all councils are different so check yours out. Our council DO NOT require change of use even with stables so you might be lucky.

my local councillor tried to help me ,but she said we definitly wont get planning permission as we live 7 k from the field, and a government directive states that they want us to use cars less, and as the council assume that i will be driving there they will say no , i dont really want to change my field use to horses from agriculture or what ever as i have sheep on as well sometimes, she said the councils always win against planning permission on this point, so i am very angry ,think i will build the stables anyway and stuff the council!!!!!!!!!!!!!!!

Oh Fi I can understand your frustration! You would be driving there anyway with or without stables can't they see that!!! How about going for a barn (saying you need it for lambing etc) and then convert it inside on the sly. We wish we had done that now instead of going for stables as it is much more flexible anyway. I also don't see how you can be made to change from Agri to Horsi if you still keep sheep on the land as I presume you have a DEFRA holding number? Councils make me want to scream! S x

i have'nt got a defra number they are my nephews sheep, so i dont know much about things like that we are going to build some sort of shelter or the biggest mobile one you can find ,and its going to have a message to the council painted on the roof in large letters so all the passing planes can see we are only about a mile from the local airport, theres no way my horses are having no shelter to go in no matter what the planners say, i might even paint it bright pink with green spots and see how that blends in with their country side

have just been to the planning meeting and my plans have been refused , i am SO ANGRY, one councillor said i should have thought about getting planning permission on my land for stables BEFORE i bought my horses, they refused it becouse i have to drive to the field, and becouse its 140 metres from the next lot of buildings ,arrrrghhhhhhhhhhhhhhh!!!!!!!
