Yes, me! Ha ha! Well, I'll try...
A steering group is a group of people assigned to oversee a project. So their role would be to monitor regularly how the project was progressing, maybe examine budgets, get involved in remedial action if any was necessary, things like that. They basically oversee everything, but not at a gritty, day to day manner.
Importance of them, well, they can help projects stick to deadlines and prevent them going (very) over budget, and provide a link between the project team and top level management in terms of keeping management posted on what's going on.
