Sounds like you could do with reading Perfect Manners, it's a great book, very easy to read and has loads of useful tips and exercises to run through, far too numerous to try to recite on here

Can heartily recommend Perfect Manners, I've found lots of the confidence building works really well.

section d's are normally scatty, ours is, she used to spook at leaves, butterflys, shadows absoloutely anything, but with age shes got better just a bit of a character which is why they are so lovable. i set up an area in our field when it was dry obviously and put cones out, flags on poles, silage wrap on the floor and milo's biggest fear a tractor in the middle of it all, i just got him walking around it to start with rewarding him with hilton herbals when he was good then we started riding around the cones, through the flags and over the silage sheets on the floor, finally i got him closer and closer to the tractor and put hilton herbs on the wheel arches so when he got clsoe i could lean over and give him a traet so he realised that the tracotr wasnt going to eat him, lol, this took many weeks and patience until he was calmly walking around but it definetley helped him and me.

all this advice is great -- one thing to ask yourself is -- how well do you know your horse? I had a sectoin D who started ff spooky - -but then as she gained confidence would spook because she was BORED!!! ie if a ride was not entertainig she would create her own entertainment!
so spook busting is good -- so is being able to give your horse lots to think about when being ridden so that they don't start making up their own games
