Can't say why the join up was not achieved but I think 30 minutes is way too long for the attempt.

Often they won't lick and chew until after you invite them in. They also often won't lower the head or come onto a smaller circle until you take the pressure off and let them come back to walk.
The signs can be incredibly subtle, when I did the 5 day course the tutors were very often pointing out signals before the students could see them and it took lots of watching others and practising to start to recognise them.
It's also common for them to not walk straight up to you, on the 5 day course you learn to walk arcs to invite the horse in. Really it shouldn't take more than 5 minutes to do join up, if it does then it's probably becuase you're doing something wrong so you should stop and reassess before trying again. There is a danger that the longer you keep trying and failing to spot the signals the less likely the horse to is continue listening to you.
TBH all this is why I generally wouldn't recommend trying join up until you've been on one of the IH courses.
