That's an interesting post to read; I do not interpret it the same way as you. I do not see it as a phobia relative to other horses. At these times you do not have control of the horse surely because the thread of attention/understanding/awareness between horse and rider has failed; due to leadership that is not sufficiently strong or not there at all.
So I think it is the business of leadership that has to be addressed; perhaps with outside help.
