i've had this problem for the last few years with my old TB, for some reason they come back even after treatment and new rugs every year!
anyway no sign of them this year but i did use "coopers fly repel" and to some degree it helped to kill them, but i had to use a whole bottle over a few days to get rid, i did ask my vet about useing the cat spot on and they said would depend on the size of horse, but aways best to phone them first to check its ok.
hope you get it sorted

I got some stuff from the vet it is usually for cows but they do give it to horses to, it was a jab so when the tics drank the blood they got poisened, you can also get some stuff like spot on too from the vet not sure what its called though. if its sore get some camomile lotion you can get it from health food stores normally. and put that on it will cool it down and stop the itching, alternativly some lavender water diluted with water and dab that on. about 1 part lavender to 1 part water that the lavender water, if you have lavender oil about 5 drops of oil to about 1/2 litre water and give it a good shake.

For my cobs feather which he does get lice in the summer i go to the vet and get a small bottle of liquid its around £8 here you put a small amount in warm water and use a sponge and keep squeezing it over the wound and if no scabs give it a good scrub. I carnt remember wot its called but its exellent.

Hi
I use deosec/deosan as a fly repellent but it can be used for lice also..... I get it from the vets its quite expensive £30 a tin, but it lasts absolutely ages, (2yrs last tin) so works out very cheap in the end.....If ur horse is on meds ask the vet if its suitable coz its very strong....
My friend uses coopers and she said that is very good also....

Worming is supposed to help too - but you also need to de-louse all the others as well and any "clothes" (!) and grooming kit - plus regular scratching posts that you are aware of. Lice come back very quickly. I was told to delouse everything twice - a fortnight apart (when teh eggs hatch after your first dosing).
You may well not see the lice (or lice eggs) on the others which is why you may think they don't get them. If one animal is affected, it is recommeneded that all teh others are dosed as well as lice are highly contagious.
