It's a gypsy trade harness, though is missing a set of 'kidney slappers' (tear drop shaped leather pieces with brass or silver 'bling' in the middle) that would go between the saddle and the breeching straps. They're usually well made, though a little wild on the eye for me personally - the coloured inserts and shiny stuff! the most gorgeous harness I ever saw was a gypsy funeral harness - all black with patent leather highlights and scrolled buckles, amazing. Ones like the one TJ is wearing in the pics are about £300 new, and vary wildly second hand!
and a wee point on fitting, the breeching needs to hang horizontal, so letting the straps out a hole or two to let the front down a bit, and moving the vertical straps back a section on the crupper strap wouldn't hurt. Also please loosen the throatlash a tad, he'll throttle himself when he tries to flex his poll.

If it was English Coster harness the brass/metalwork/buckles alone would cost £300!

You will not get a set of English coster harness new for £300, the brass/metalwork alone will cost that much.
Mind you, there is some good stuff coming out of the US.
