Used to use shavings from the local sawmill all the time - year in year out for about 20 years. It was free!
They knew it was for the horses, so they would direct us to the bags that where pine shavings only, and yes, we did have to keep an eye out for the sharp bits.
Never had any problems (I always wear a scarf over my nose when I muck out anyway) with dust intolerance, although they could be dusty on occasions.
Only went on to other bedding when one of the babies had breathing difficulties caused by something else and virtually anything set him off. Can't remember what we went on to though!
